  15. <p>     DIED. Elwood R. Quesada, 88, first chief of the Federal Aviation 
  16. Administration; in Jupiter, Florida. During World War II, he 
  17. flew combat missions and served as commanding general of the 
  18. Ninth Tactical Air Command as the Allies drove into Europe. 
  19. "Quesada is a jewel," General Omar N. Bradley once said. In 
  20. peacetime, he headed the FAA (1958-61) and later presided over 
  21. the Washington Senators baseball team.
