- <p> DIED. Elwood R. Quesada, 88, first chief of the Federal Aviation
- Administration; in Jupiter, Florida. During World War II, he
- flew combat missions and served as commanding general of the
- Ninth Tactical Air Command as the Allies drove into Europe.
- "Quesada is a jewel," General Omar N. Bradley once said. In
- peacetime, he headed the FAA (1958-61) and later presided over
- the Washington Senators baseball team.
